You have to remember that the CAD is in the appraisal business for tax purposes. There are two types of property in the Tax Code, real property and personal property. Real property is the real estate (land) and any improvements that are attached to it (buildings, etc.). When you look up the address 3400 E. Palm Valley Blvd. (actually search only 3400 Palm Valley because of search engine bugs) on the Williamson County Appraisal District web site it comes back with NINE different owners (including city of Round Rock twice)
The city is the only owner of any real property at that address, so they own the land and the buildings.
