I believe you could blame the concept of the badge and the significance of its placement on Sir Robert Peel. I am not sure but I seem to recall hearing he was the first to come up with that idea. While most of us do not realize it, there is some significance to why it is placed there also, possibly an indication of the knowledge of sacrifice the job takes. I am nowhere near as smart as Sir Peel, so I can only guess his reasons.
