I think the main problem is the goal of opencarry.org is unlicensed carry and they don't know how to draftbills, as Chalres has pointed out.

I think, and have previously posted, that the way to go about getting all of Chapter 46 repealed is to take it in very small steps. We got into this mess in small steps and we can get out the same way (the only way, IMHO). So, I would suggest to them that we start by just removing the prohibition on open carry for a CHL. It could even be talked up as just helping to avoid harassment of someone with a CHL who accidentally displays. Since that is already legal (accidental display) I don't think there would be as much opposition as an outright bill saying you can carry openly.

I would not fight their current bill, but I would not support it either, since it is such a mess. I would definitely support either of the two proposals Charles made though I prefer to start with the smaller step of just repealing the concealment requirement for CHL. Then we could repeal the concealment requirement for car carry, and after that shows no problems, we might be able to remove the license requirement for open carry. After that, remove the license requirement totally.

Obviously, I am not an expert in the political arena, but that is the tactics I would use.
