As a general rule, police try to make plans for every possible contingency. But then they try to do a cost analysis compared to the odds of the incident happening. Many of the contingencies do not get counter action taken because of either the cost or the political factors involved. San Antonio had a sniper shoot one of their biggest parades in 1979 (https://www.kens5.com/article/entertain ... 687fa4526f). They still do not put counter snipers on rooftops near parade routes.

I would guess that there are not enough cops in a small town to cover the whole parade route. San Antonio has more cops but the route is a lot longer too. They do not have enough trained riflemen to cover the whole route.

In the protection business, it is a well known axiom that nothing can be done to stop a determined attacker who is willing to die to accomplish his mission.

Nothing against you, Philip964, but the phrase in red has always bothered me, especially when we say the person is in custody. I fully understand that a person can be of interest to the police in reference to a crime without being a suspect. In the beginning stages of any investigation, we get a lot of people who may or may not have anything to do with the crime but that the police would like to talk to. These are "people of interest". The media has been using the term to avoid getting sued for libel by calling someone a suspect.

But when a person is under arrest (in custody), they are no longer of interest, they are suspects. We do not arrest people just because they might have some information we want to know. We arrest them because we have probable cause to believe they committed the crime.

My other pet peeve on this was not used this time. We do not arrest people on suspicion of anything. We arrest them on charges that they committed a specific crime. This is not suspicion, it is an accusation based on probable cause.
