One way for a government to stack the odds in their favor is to use units from other states to enforce these type of actions. When you don't have a sense of community or identity, it is much easier to carry-out harsh orders without your conscience getting in the way.
When the Soviets did their final push into Germany, the majority of their shock/spearhead units consisted of their Asian troops that spoke neither German or Russian. It is hard to surrender to someone that doesn't speak your language, and even harder to engender any sense of pity with someone that you cannot relate to.
And for the record...I am a Native Born Texan...As are many others here...We are force multipliers...
