Very smart. They were losing reciprocity with states that were angry over their residents not getting home state CHLs. This way they no longer have to worry about other state legislatures getting upset with them.

On a side note, in general when you are a resident of a state you need to be licensed in that state to do things that the state requires a license for (trades, driving, etc). Why should a CHL be any different?

Edit to add, I have a Utah CHL and I have had one for many more years than I have had my Texas permit. When I moved to Texas I made sure I got a resident permit. I enjoyed being able to carry on my Utah permit while I waited for the Texas one to come through and I admit I did not feel rushed to take my class, I waited nearly 6 months. My Utah permit is a great backup, and nice to use if I ever need it for a state that does not recognize my Texas permit, but it should not be a replacement for a resident permit.
