Because not all pistols are 1911 and a Sig 2022 is designed to be carried hammer down so the first round is double action and subsequent shots are single action. Carrying a Sig cocked is equivalent to carrying a revolver cocked. Sig designed their pistol with no external safeties and rely on the double action trigger to be long and heavy enough to prevent negligent discharges the same way DAO striker fired pistols and revolvers do. Cocked and locked is the condition the 1911 was designed for. An empty chamber is another safe method (and the topic of the thread no). Cocked/hammer down though - why is this even being discussed?
