In my town, business owners can sign "power of attorney" agreements with the police dept. That way, the owner does not have to file the charges, the police can. However those businesses usually have fairly large signs with the police dept logo explaining that they have power of attorney posted at the entrances to the parking lots.
edited to say...I really need to quit being lazy and get a photo-hosting account and start posting pictures. I could show you an example of the signs
