You don't have to buy holsters, fanny packs, extra ammunition, practice time at the range or lunch in order to get the CHL, but they are all a good idea. If he didn't have the CHL, he wouldn't feel the need to buy the insurance.
True, what you say is very true, but I've found the cost of having my CHL far exceeds the initial cost. However, it is very worth it.

I found the ranges fees to be rather high. Although that is an ongoing cost and by my choice. I believe if I am going to carry that I should practice as well.
