I don't think it's a rule, just an estimated timeframe. If it is longer I would suggest phone calls, emails or letters.

What confuses me is that 3 of my associates and I sent our complete application in on the same date and the last one of them to receive their plastic was a month ago. I am still in BGC: Under review.
