I can see that. Hell, I know when my Troop (company size element) would go to the range we could easily expend 10-15k rounds on training. That was just 80-90 people. I know it sounds like a lot but lets just say some individuals in the Army can't hit the broad side of a barn or on the rare occasion, we withdrew ammo from the ASP and they told us not to bring live ammo back. I would expect the same for any agency that trains a large amount of individuals. 1.6 billion is a lot but if it saved them money in the long run I can understand the bulk purchase.
