In general terms:

A parolee serves the balance of his sentence outside of prison. He is not free and lives a restricted existence. He is under the jurisdiction of the state and can be returned to prison in the blink of an eye. The conditions of his parole are his responsibility. The DOC has no jurisdiction over the public unless they are on prison premises.
