From what I can tell, $10 application fee plus $16.50 for fingerprinting if not already on file with the county chief of police (i.e., already on file for firearm registration). Applicants must show extraordinary need for a concealed handgun, meaning direct and demonstrable threat; a desire for general defense of self or family doesn't cut it. And evidently no applicant in at least 17 years has been able to prove extraordinary need to any of Hawaii's chiefs of police.

BTW, I just had to back and check. Lest we think Hawaii's issuance of zero concealed carry licenses in 2016 is an aberration:

Applications by Private Citizens for a Concealed Carry License in the State of Hawaii
  • 2015: 44 applications; 0 granted
  • 2014: 14 applications; 0 granted
  • 2013: 7 applications; 0 granted
  • 2012: 8 applications; 0 granted
  • 2011: 9 applications; 0 granted
  • 2010: 4 applications; 0 granted
  • 2009: 2 applications; 0 granted
  • 2008: 2 applications; 0 granted
  • 2007: 1 applications; 0 granted
  • 2006: 1 applications; 0 granted
  • 2005: 2 applications; 0 granted
  • 2004: 1 applications; 0 granted
  • 2003: 3 applications; 0 granted
  • 2002: 2 applications; 0 granted

Yep. You read that correctly. There have been no private citizen concealed handgun licenses granted in Hawaii this century.

The number of current Texas CHL/LTC license holders equals approximately 86% of the entire population of the state of Hawaii; all children, women, and men.

And a trivia tidbit: if someone were to somehow get a license to carry in the won't-issue state of Hawaii, that license is issued by the county of residence and is valid only in that county. There is no reciprocity among counties.

God Bless Texas. :txflag:

And ya gotta love Hollyweird, because if you watch Hawaii Five-O you'd think the islands had more guns per capita than any state in the union.
