According to the paper work that I printed from Snyder County, Pennsylvania, you must posses an out of state license to acquire a Pennsylvania LTC. Quoting from the document, "If you live of of state and don not possess an out of state license to carry firearms, you do not qualify for a Pennsylvania License to Carry Firearms." Their paper work also requires two references which they contact and states that they will not proceed with the background check until both reference letters have been returned to Pennsylvania authorities.What I find really interesting here is that if you live in a state that does not have a CHL program, then you can get a Pennsylvania (and New Hampshire and perhaps other states as well) CHL with no paperwork. No class, no fingerprints, no intrusive federal background check, etc.
Someone mentioned New Hampshire licenses. What do they cost and does Texas have a reciprocal agreement with N.H.?
