There is nothing confusing about §46.03(i); people simply quit reading too soon. If LTCs are not aware of this fact, then their LTC Instructor let them down in a very big way.

Oh, boy. Turns out criminal history reporting in the military is virtually non-existent. A quote from the article below:
    • "Failure to report the outcome of criminal cases was 79 percent in the Army and 50 percent in the Air Force, the report said. In the Navy, it was 94 percent."

They're here. Mark Kelly, Gabrielle Gifford's husband, on CNN with Anderson Cooper: "In Texas, you can buy a gun without a background check." And then, "In Texas, Arizona and some other states, you can get out of prison, walk straight to the nearest gun show and buy an arsenal of weapons and high capacity magazines without a background check." Cooper, coward that he is, didn't blink.

Wow.... I wonder if the families of the victims will have a nice lawsuit case against the USAF for not reporting.

Is anybody talking about how he was able to purchase the guns? The Sheriff's office said nothing came up on his background check, yet he was supposed to be disqualified, due to the Dishonorable Discharge and spending a year in jail for assaulting his wife and child. Was this a glitch in the NICS system, perhaps? If it was, it's pretty serious.

Another thing that's notable is that the news media isn't making a PEEP about the real hero here: the guy - the "local armed resident" who engaged in a gunfight with the shooter outside the church and stopped him, apparently killing him. Not a peep. No name, nothing. Of course, there are lots of on-camera interviews with the cowboy yahoo who chased after him in his truck. Civilians shooting at bad guys is a politically incorrect news topic.
