It happens because there is still a human typing in the DL # or CHL # to identify the file name for the picture. One wrong keystroke, and the file name on the photo file is wrong. Then when they manufacture the license, the computer pulls the picture file to process the license and "Ta da"...

It's an effective one-two punch. Block legalization of openly carried handguns for We The People and then disparage those who comply with the law in those states by carrying a rifle.
