I would greatly have preferred them passing nothing. Way I understand it, per a court order, if Illinois hadn't passed anything, they would have automatically been forced to accept Constitutional Carry, no license required for open or concealed.

All this bill is, is an attempt to buy time with the courts while the Illinois legislature figures out how to undo/nullify/overturn the court decision ordering them to institute -some- form of legal carry, while allowing the smallest amount of actual freedom and the largest amount of hassle possible.
