If the license plate is run, and there is a record to be found, it'll show someone's name. Often (as in TLETS) if there is a 'want' attached to the plate, that'll show up as well. 1. Often, the network isn't as fast as everyone would like. Sometimes, a request is put into the system and the response doesn't come quickly.
2. Often, people don't register the car they've bought/acquired. So the registration may be in someone else's name, or if it's a new vehicle, may not be in the system at all.
So there's no easy way to always be sure of who it is you're about to contact when you stop a vehicle.
