The debate would be that what everyone considers suspicious will vary through the whole spectrum. If he parked his vehicle and got out grabbed his rifle (cased/uncased) and then headed to the stairwell, I don't consider that suspicious.
Without further info from Austin, the parking garage could be to an apartment building / townhomes. He was going to his home.
Just for consensus, I just hope that we are all aware that most parking garages don't have a TYPICAL ROOF. Don't want anyone with the idea that this guy with laid out on the 30 degree pitch of shingles. What is commonly called the roof is the last level of parking space which is open air, and I suppose this is how this woman was able to watch this guy from a higher level.Charles L.
