I have had similar problems with my Fobus Roto rig, have had the thing for months and still can't get it quite right. No real instructions came with it (maybe they were misplaced or misappropraited out of the package) and it has never seemed as if all the parts were there. Contacting Fobus was less than helpful. I'll also admit to a less than dedicated effort at adjusting it - I tend to leave that until it's almost time to leave.
I haven't given up on shoulder holsters, just biding my time.
