This happened to me when a unlicensed, uninsured Hispanic lady rear ended my car when I lived in Los Angeles. She spoke English just fine until the Hispanic Sheriffs Officer showed up, then suddenly its all Spanish and no English between the two, she wouldn't speak a word of english to me after then, the officer translated as if she didn't speak english. The Sheriffs Officer let her go on driving without a license and without insurance. For most people, no license and no insurance means your car is getting impounded. I filed a complaint, but of course the officer's report indicated that she didn't drive away and was going to have a family member come and pick up her car. Oh well. That was a long while ago.
