I think this reveals a lot about his character. His willingness to support elimination of the requirement for certain signage if the penalty is removed tells me he is looking to break the law. It looks like he may have admitted that by saying he would go on in and tell them he won't spend money there.

He thinks he's outsmarting the opposite side but he isn't.
