Confusion may not have been the best word - there was just a lot of urgency, people talking over each other, not sure what was going on, etc...
It turns out that they stopped and released him and then he joined a group of 100-150 protesters going to Deally Plaza. The call about the large group came well after the stop of the AR-15 guy. It was interesting to note that one of the officers handling the guy with the gun, when he heard the call for the protest group, said that they should disregard the guy with the gun because he had already handled it.

Open Carry Incident - Police Scanner
While listening to the Dallas PD central district scanner frequency (as I am wont to do while at work), I heard a call for a man with an AR-15 at a downtown intersection. Best I can tell it, it turned out to be a concealed carry permit holder making a point about open carry. We often see videos of the direct police interaction, but it was interesting to hear the radio chatter on this. It was taken very seriously, but there was some confusion during the dispatch. It reiterated to me the danger people put themselves in by doing this.
