None of the circumstances described in that article matter unless the police officer who did the shooting has a supportable claim of self defense. If it is a good shoot, then all those facts and circumstances can be added on. If not, then none of that justifies what becomes a defenseless killing, manslaughter probably.

He can't shoot him because he is a felon in possession of a firearm. He can't shoot him because he has a protective order out. He can't shoot him because he was a "violent criminal with a horrifying vicious streak." He can shoot to protect his own life, with the target refusing to comply with orders, maybe waiving a pistol around. If true, no problem. Hopefully, it is.
