These generally require proof of a minimum level of education, sometimes a successful score on a qualifying exam, a background check, and, horror of horrors, proof of lawful status.

Anybody can say they are a journalist, no license, no education, no test, no background investigation, nothing. It's like the Friday night poker game, "guts or better to open." "I'll say you're one if you'll say I'm one!"
