Nixon just got caught acting like a Democrat. He had spent his entire political life watching LBJ and the Kennedys get away with that sort of thing, and worse, and probably couldn't imagine why anyone would get so upset at the discovery.
Like H. R. Haldeman was heard saying, "We're so [expletive deleted] square, we'd get caught." So it was.
