Washington police are operating under orders to arrest tourists and other non-residents traveling with spent bullet or shotgun casings, a crime that carries a $1,000 fine, a year in jail and a criminal record, according to a new book about the city's confusing gun laws.

"Empty shell casings are considered ammunition in Washington, D.C., so they are illegal to possess unless you are a resident and have a gun registration certificate," pens Emily Miller in her investigative book, "Emily Gets Her Gun: ... But Obama Wants to Take Yours."

Under the law, live or empty brass and plastic casings must be carried in a special container and unavailable to drivers. Having one, for example, in a cup holder or ash tray is illegal.
Apparently, DC police are being told at roll-call not to enforce the law for local residents if they can produce a DC resident gun-permit, but to specifically target and arrest anyone from outside the district who has a spent casing in their vehicle.

Wait, what? For empty casings? What's up with that? Where is the harm in a empty shell casing? I'm just way confused!!! :headscratch :confused5
The laws that forbid the carrying of arms... disarm only those who are neither inclined nor determined to commit crimes.

I think on the east coast people have been know to be injured by empty cases & shells. :biggrinjester:

Eric Holder will crack down on that. Making people show proof of residency or citizenship is know to be discriminatory. Just like voter id laws. Sarcasm intended.

It identifies you as one of "those people."

Sounds like DC grasping at any way to harass citizen gun owners, after having Heller rammed down their throats.

So difficult to be a totalitarian these days, when SCOTUS occasionally gives meaning to those pesky Amendments.

Must be something in the D.C. water......I was talking to an EX-FRIEND from D.C. about my carry license, requirements for a TXCHL, etc. and showing her my latest gun purchase and she said she felt safer around criminals with guns than citizens carrying guns with a CHL because the criminals "knew how to use them better"!!!! :shock: :headscratch
