HB48 drops the requirement for a renewal class. Wow, that is certainly going to impact the business model of most chl instructors. Fees charged naturally include room rental and range space and time, so reducing the actual class time isn't going to substantially reduce those overhead expenses, but not having to test the renewals is surely going to impact some wallets.

Instructors could (and probably should) start offering more basic and/or refresher handgun instruction courses. The ones who don't already offer these should begin offering them to help offset the loss of revenue from the renewals. I would encourage any citizen who carries but does not train or shoot regularly to take such a course to ensure you are not more of a threat to the gen pub than the perp. SB48 came too late for me. My CHL expires August 11. Already signed and paid for my renewal class this Saturday. Darn.Charles L. HB48 (Flynn, R, A+): Relating to the procedure under which a person may renew a license to carry a concealed handgun.
Impact: 1) Removes the requirement to take a renewal course to renew a CHL; 2) Allows a person to continue to carry a handgun in Texas on an expired CHL, if a) they timely filed the required renewal documents; b) paid the renewal fee; and c) have not been notified by DPS that the renewal application was denied.

It could well make a significant impact on instructor revenue, but the changes made this session should encourage many people who have been sitting on the sidelines to get a CHL. They can take a 4 hr. to 6 hr course instead of a 10 hr course and they no longer have to take a renewal course. I'm not sure how much impact the "no renewal course" will have on anyone's decision to get their first CHL, but lowering the class from 10 hrs to 4 hrs certainly will.gdanaher wrote:HB48 drops the requirement for a renewal class. While I'm not predicting enough new students to completely offset renewal students, I do think it will not be a one-to-one loss of business. But it's a fact that over 600,000 people are no longer in the market for CHL renewal courses.

I am not real concerned about the loss of revenue from renewal students.
What I AM concerned about is making it through the summer. Students have cancelled classes right and left for May and June so they can wait for the shorter class in September. So, we might be taking the summer off in preparation for the September stampede.
I am also concerned that DPS will not be quick in responding to this change, and we will be scrambling to figure out how to manage the same class material in a shorter time, while still meeting DPS requirements.

Lee I'm not sure I understand your question. HB508 has passed with a Senate amendment. The House will either concur in the Senate amendment and the bill will achieve final passage at that point, or they will not concur. If the House doesn't concur, a conference committee can be appointed and probably will, but it's not a requirement. It could die at that point.RogueUSMC wrote:Charles,

If a conference committee is appointed, members of the House and Senate will work on a compromise and then each body will have an up or down vote without the opportunity to amend it further. If it's voted down by either body, the bill dies.

government premises with a concealed handgun is prohibited. Though I initially
supported the bill, I ultimately voted against it due to the addition of an amendment
allowing CHL-holding elected officials to carry their firearms in all locations
prohibited to regular citizens. Though I am an unwavering proponent of Second
Amendment rights, I could not in good conscience grant myself a privilege that I had
failed to first grant law-abiding citizens. Concealed Handgun License holders are
allowed to carry almost everywhere they go. In my judgment, if we are going to
expand when and where Texans can legally carry a concealed firearm, we should start
