New legislation is forcing gun manufacturing company Beretta to uproot and take their business elsewhere.

Most likely Virginia. I think Beretta will do the same thing Magpul is doing. Move a lot of their operations to a neighboring state so their employees can either move or commute.

Also, they do a lot of business with the federal government, and it makes sense to be in the same state as the Pentagon.

Unfortunately, it won't hurt MD at all. They would be in the same fiscal state as California if the Federal government wasn't keeping them afloat. They will be quite happy for Beretta to leave. A while back, Glock (and a few other manufacturers, I think) stopped selling guns in MD because of a new law requiring the manufacturer to send spent casings to the MD state police. MD's government was quite happy with the situation and eventually, all the gun manufacturers gave in.
