2013 newbe status 'check'

Application done the 17th of December 2012 on line
Prints done the 21st of December
CHL class done the 22nd of December
mailed it on the 23 of December (a Sunday) at the post office.
16 Jan 2013 status changed from Waiting documentation to back ground check under review
19 Jan 2013 Status changed to Background Check : Completed
Concealed Handgun License : Manufacturing Pending

So that's where I sit now.

Dang. Mine still shows under review and i took mine on Dec 8th and mailed on Dec 10th.
Online app 12/01/12
Chl Class 12/08/12
Paperwork mailed 12/10/12
Background under review 01/09/2013
Background Complete 01/27/2013
CHL: Manufacturing Pending 01/27/2013

So...
On the 23rd of January my status was updated to mailed.
That was a Wednesday. I figure 2 days for mail from Austin to Dallas, so even allowing for it getting to the mail room on Wednesday the 23rd and the post office on Thursday I should have had it by Saturday or Monday at the latest. Now Tuesday has come and gone. How long does it usually take from "mailed" to actually being mailed and how long should I let it be before I become concerned that it is 'lost or stolen' and report it?

What is the protocol for being stopped and asked for ID if I have not received my License, as I will show on the system as having a chl but I can't produce one? I was told in my class to always produce the chl with my dl to avoid possible confusion with the LEO even if I am not armed. In fact I could have a weapon in my car but not carry outside my car or property right??? :confused5
