It says, if you need your gun, rack it TWICE. Otherwise if a child find it and pulls the trigger, it's disabled.

Assuming the dummy round is in the chamber, why would you need to rack twice? If the chamber is empty, the kid pulling the trigger won't do anything.

Gee, guess I was screwed as a kid. I used to take my dads Ruger Blackhawk 45 and spin the cylinder and fire lol.
