Folks, in our haste to be helpful, we seem to be drifting away from the original thread.

Texas domiciled, and voter elgible, exemptions for CHL renewal, as well as any other 'renewal' should be defered 'till the license holder
has boots on home ground for at least 90 days.

I disagree. The problem is the renewal class. For everyone.

Most other states don't require a class for renewals. After this legislative session, I will recommend friends get a license from a state that (a) doesn't require classes for renewals, (b) doesn't deny civil rights at colleges, and (c) doesn't think some pigs are more equal than other.

Texas has some of the highest shall issue fees in the country. There's no reason to pay that much when we get so little, compared to some other states.

Talk to your favorite legislator. They seem to be sooooo eager to earn the RKBA vote.

Non-resident licenses from other states are going to become harder or impossible to get without a resident license.

I renewed my FL license last year via US mail. My local cop shop took my prints using the new fangled electronic machine, then printed them out on a standard fingerprint card that was similar to every other card I've ever seen. I mailed it all off to FL with my renewal form and check and I had my new card in hand a few weeks later.

So... If nothing has changed in the past year, you don't need a FL "official" fingerprint card to submit with the FL paperwork.

On the original FL application, they accepted my NC training course certificate as sufficient proof of training and proficiency. I assume the TX-100 form would similarly be sufficient for a FL license.

I believe a copy of his military ID would satisfy the Florida training requirement.

Might still be time to get a Florida license. What other fallbacks are there?

Florida requires fingerprints. The logistics may be tricky, as I believe they want prints on their card for mail-ins.

Florida is very fast if you're able to schedule an appointment at one of their regional licensing offices. I was just in Florida for a couple weeks and went to their Miami regional office (after scheduling the appointment a couple weeks in advance). I realize not everyone has that option, but they will also accept applications by mail (not sure about how you deal with the prints, since I did the regional office)

Anyway, my appointment was on May 11th. My FL CW/F license was issued May 14th, mailed May 18th, and in my hands (in Texas) today, May 21st. All I needed for the appointment was $117, proof of acceptable firearms training (NRA course certificate copy), and ID. They handled the prints, application and photo at the regional office.

While I was deployed to Afghnaistan, I completed my Texas online applicaton. I had to wait until I returned to finsh everything else and submit. We were going to vacation in Destin, Fl and I wanted to be legally armed. So I decided to geat a Florida CCW.

Florida sent me the packet, I had the MPs on the FOB do my fingerprints and used a copy of my DD214 (I'm retired ARMY), I believe a copy of latest LES and front and back COPY of Military ID Card will sufice. I mailed it all in with the required fee in the form of a check. I had my FL CCW at my home here in Texas within 5 weeks. It is a good fallback so you can legally carry in TX while renewing your expired TX CHL.
