i would take the 21, but I have never done it through the mail. How much more would it cost?

None, I can take care of shipping costs. The only fee you may encounter would be when you pickup the firearm from your FFL, the fee usually ranges 10-40 dollars, if you have a TXCHL it is usually much cheaper.
