I think so, but it was hard to tell. They were flying through several bills, and it was hard to tell when one discussion was over and the next one started. I heard the chair say something about a substitute, but I think that was for the bill right before ours.

There are no amendments indicated here, and they didn't spend enough time talking about it today to introduce any new amendments. I'd say it's a pretty safe bet that it's not been amended.

The B & I Committee submitted a Committee Substitute of HB 681 to Calendars for scheduling. At this point I am not sure what the Committee substitute entails.

The vote on the substitute was taken immediately after roll call at the very beginning of the video.

Has anyone, not a professional politician or PAC, considered testifying for the bill?
Perhaps a group, preferable a LARGE group, should stand before the committee so they can see our position on this bill.
I'll go, is there another 99?

The public hearings were 2/28 and 3/14. It was voted favorably out of committee 3/14.
I believe the basic political division in this country is not between liberals and conservatives but between those who believe that they should have a say in the personal lives of strangers and those who do not.

The text of the committee substitute prevents pubic and private employers from preventing an employee who is licensed from keep a firearm and/or ammunition in a locked car on the company's property. It includes several exceptions; school districts, vehicles owned or leased by the employer, open enrollment charter schools, private schools and
(E) property owned or controlled by a person,
other than the employer, that is subject to a valid, unexpired oil,
gas, or other mineral lease executed before September 1, 2011, that
contains a provision prohibiting the possession of firearms on the
property; or
(F) property owned or leased by a chemical
manufacturer or oil and gas refiner with an air authorization under
Chapter 382, Health and Safety Code, and on which the primary
business conducted is the manufacture, use, storage, or
transportation of hazardous, combustible, or explosive materials,
except in regard to an employee who holds a license to carry a
concealed handgun under Subchapter H, Chapter 411, Government Code,
and who stores the handgun in a locked, privately owned motor
vehicle in a parking lot, parking garage, or other parking area the
employer provides for employees that is outside of a secured and
restricted area:
(i) that contains the physical plant;
(ii) that is not open to the public; and
(iii) the ingress into which is constantly
monitored by security personnel.

What needs to happen to get this out on the floor for a vote before time runs out?

Calls to all of the House Calender Committee members respectfully requesting that HB 681 (this bill) and also HB 750 (campus carry) get to the floor for debate and vote quickly.

I see that SB321 (parking lots, passed Senate already) was assigned to Business and Industry. Do we need B&I to report out this bill? Or if calendars schedules a vote for HB681, is that enough?

Has this bill died? I thought it was huge for us working folks. Has it been sacrificed for Campus Carry?

Folks we need to contact our reps to remind them who is BOSS. YOU and ME!!! Ive called up to Austin to speak with Rep Kelly to let them know that hb681 needs to be scheduled for a early vote as our Gov. is willing to sign it. My employers still have this idea that a firearm locked in a vehicle parking lot while I am working 50 miles away is dangerous. Hey, if Oklahoma can do it why cant Texas join the crowd.... PICK UP THE PHONE and CALL. Remember they work for YOU!!!!!!

My best resolution to this conversation is to use stealth window tint from 3m as the law will require, and use a dag-um sun shade......Resolved! Of course if you work for the Bureau of Engraving and Printing...might want to re-think this.
