Last time I was on the phone with her, about 2005/2006, maybe early 2007, I forget I think, she was a bit moody ... My daughter wanted to talk to her, but ... she only got to listen in quietly. Daughter heard things she said, became a bit disenchanted, So, I haven't talked to her since.

Well, apparently McCarthy reads CNN. She is going for broke this time. Won't make possession illegal per se, but whatever high-cap mags you have if the bill passes become yours for life.

Rep. Carolyn McCarthy’s (D-N.Y.) bill also goes further than than the assault weapon ban that expired in 2004, outlawing the sale or transfer of clips that hold more than ten rounds, even those obtained before the law takes effect, according to a copy of the bill obtained by POLITICO.

The bill closes a loophole in the expired assault weapon ban that let gun owners buy high-capacity magazines made before the ban took effect in 1994.

The bill carries a penalty of up to 10 years in prison.
Might want to think twice about stocking up on high-cap mags as a business investment this time. If you don't need them for your own guns, you'll own a lot of non-transferable gun parts.

Under this bill, I wonder who takes possession of all your high-cap mags when you die? Probably the same people who take your money when you die - the gubmint.

The article is calling for a ban not only on the transfer, but the possession of magazines with more than 10 rounds of capacity. It also admits that the gains from such a ban would be modest, but that it is a modest first step towards bigger things.
How do you explain a dog named Sauer without first telling the story of a Puppy named Sig?

banning possession means confiscation .... good luck with that... and the "bigger things" goal.

Why don't they just say, they are taking baby steps to make us as defenseless as Mexico?

If I can't transfer ownership of this highly traceable item, can I loan one to a buddy as collateral for something he loans me?

Time shares. Maybe you could even sell magazine rights under a handgun you still own (like mineral rights under land).

Just remember folks, and my apologies if it was posted and I missed it...this is Carolyn McCarthy, D-NY...the woman who couldn't give any sort of sensible reply when asked what a barrel shroud was, though it was in her gun ban bill...she said that she thought it was a "shoulder thing that goes up"...I'm not making this up...link to the video is: " onclick="window.open(this.href);return false;
