The difference between car insurance and this bill is car insurance is mandated by the State of Texas, which properly - according to the Constitution - has that power. It's not a very long document. You should read it some time . Nowhere in there does it give the government the right to FORCE us to buy anything.
You are correct in that you are not required to travel , and that Court rulings have said that saying that you HAVE to have insurance are legal under state guidelines.
