Well guys/gals after calling and emailing dps several times with nothing but the "still processing" or waiting on background check. I finally called Mario Gallegos, Jr. office and she gave me this number 512-424-5721 which is Ms. Jane Coffey. Talked to her and gave her my info --- she called back about 30 minutes later and said she was putting it in the mail -- next day ups delivered it.
See this is the part that I don't understand. I am at 110 days or more and I just get "BG checks delayed". If the BG checks are delayed then how did she just drop it in the mail for you? I am starting to loose my patients and good humor about the whole process. I should not have to track someone down to get them to show me "special favor" for something they were supposed to do anyway.
finally! plastic in hand today.. good luck to yall i had fun reading all the posts.. learned a lot during my wait my 5 month wait

been waiting since march, recieved a letter and 2 fingerprint cards that had to be redone. now i read story in paper that dps says a back log and a overload of applications could boot it up to a6 weeks wait......geesh
Well, if thats the case, I have another month to go unless they tack on a letter stating I have things missing. I too sent in my application in March (20th), and so far all its been is Application Processing. I'll just keep reading all the good advise on this site, and remember to breath, and stay calm. What else can I do?
Passed week 16 on June 4th... still waiting on BC from Harris County. All lame excuses. They could have and SHOULD HAVE addressed the increase in applications a long time ago. They just don't care is all.
Harris County (no issues w/paperwork)
02/08/09 CHL class
02/12/09 paperwork received
03/09/09 PIN & 'Processing Application'
06/26/09 BC finally returned (Day 134)
07/05/09 Application Completed - license issued or certificate active (Day 143)
07/10/09 plastic in hand (Day 149 from rececipt)
She got mine out the same day i called her and i had it the next day.
Haven't called her yet but I did email her on Thursday (no response). I emailed her again on Monday (no response). I guess I will have to pick up the phone and call her.

seems that with all the complaints ...she would crack the whip

Yeah, but we are probably talking about a government whip that cost $6,000 and doesn't work anyway.
So, in addition to two emails, I have now called her and left a message. We will see if she decides to call me back. Can't say I am overly optomistic.

I ran across an interesting posting on the GlockTalk forum (don't own a Glock, I had googled "Montgomery County CHL" and for some reason it was on the results list). This helps explain processing time:
WHen you packet gets to Austin they do a preliminary check thru the TCIC (Texas criminal database). Then they send one set of prints to the DPS ID section and another to the FBI.
The packet is then sent to a Trooper (or other DPS designee) in each county you have lived/worked. That designee goes to the county criminal and civil clerks offices and makes a personal background check. The local Tax offices are personally checked also.
If you have medical indications on your application those are verified also.
Once the designee completes the background the packet is sent back to Austin. Austin must also inquire with the Texas AG and Texas Guaranteed Student Loan Corporation for delinquencies.
Austin also compares the number on your TR100 to the Class Completion list your instructor is required to submit after a class.
It is a complicated and thorough process. With 254 counties in Texas often convictions do not get forwarded to DPS or included in TCIC. The only way to accurately check is to go into each county. (as a PI I never depend solely on state level criminal records when conducting a background investigation)
State law requires that within 90 days after DPS receives your COMPLETED packet that they either issue, deny, or tell you that they need more time. Considering the process and the fact that DPS was not allocated additional manpower to conduct these backgrounds, 90 days is not unreasonable. Those DPS "designees" in each county have their regular jobs to do in addition to the CHL backgrounds.
I will add, as a fifth circumstance in the situation of the House of Representatives, restraining them from oppressive measures, that they can make no law which will not have its full operation on themselves and their friends, as well as on the great mass of the society. - J Madison, Federalist #57
