I'm sure most of you know that Tx HB 762 made it out of commitee with no issues and appears to have encough support to pass. It is now resting in the State Affairs Committee of the Senate. I say resting b/c my local representative, Robert L. Duncan, is the Chair of this committee and is doing nothing with it. Duncan claims to be a gun advocate, but is against this policy. It also appears it has enough support to pass the Senate. However local scuttlebutt is that he plans to let it rest in committee and let it stall til the end of the legislative session.

I personally have written and called Sen. Duncan's office. Many of my questions and comments have been directly addressed.....EXCEPT those regarding 762. It's pretty apparent that an issue is being ignored when its the only topic not addressed in a reply email, and when messages left for the director of the comittee affairs in Sen. Duncan's office are not returned.

So here is the deal. Apparenlty Sen. Duncan and his staff are unaware of the importance of this bill, and are do not fully understand the liberty and right to protect oneself regardless of the proximity. We need an all out push to help Sen. Duncan better understand these points, and motivate him to let the bill be discussed in Committee so that it may be allowed to let the Senate vote.

And yes, I believe Sen. Duncan will likely see a challenger in his next primary.

Don't you mean SB 1164? Duncan in on the Senate, not House. And HB 762 relates to filing a wage claim.

The House campus-carry bill is HB1893 and it is in the House Calendars Committee. The Senate version is SB1164 and is in Senate State Affairs Committee. Chairman Duncan and his staff know quite well how important this bill is to students, the NRA and TSRA.

I sincerely hope Sen. Duncan does not have a challenger in the next primary, but since he was just reelected, that won't be for a while anyway.

As for contacting Chairman Duncan, I recommend no calls be made at this time; perhaps later, but not now.

Yes, 1164, my apologies. I was going by memory and had several different bill #'s floating.


Charles, what is your reasoning behind waiting? The Leg session is over in early June, its mid april and this hasn't been discussed in committee yet.

The Bradys just put out their scary email about this bill, urging their members to contact everyone on the calendars committee. This might be a good time to contact everyone, reminding them that there's more of us that support the 2nd amendment than oppose it, and to remember that come election time ;)

Senator Duncan is my Senator so I wrote him, again, and ask he support this bill. I did mention to the good Senator that I am in his area and am an activist. His reelection will depend on this and other gun related bills if I have any say of the matter and I do as small as it may be. His counties are:

Armstrong, Borden, Briscoe, Carson, Castro,Childress, Coke, Collingsworth, Concho, Cottle, Crosby, Dawson, Dickens, Donley, Fisher, Floyd, Foard, Garza, Gray, Hale, Hall, Hardeman, Haskell, Hockley, Irion, Jones, Kent, King, Knox, Lamb, Lubbock, Lynn, Mitchell, Motley, Nolan, Reagan, Runnels, Schleicher, Scurry, Sterling, Stonewall, Swisher, Terry, Tom Green, Upton and Wheeler

I encourage all in those counties let him know you wish him to support this bill and all good bills you might want to list with a brief explanation if you have not. :txflag:

Assuming that HB 1893 passes strongly, is there any chance of the senate version getting attached to some other piece of legislation (in some other committee?).

I'm told that private schools are now exempt from the bill. Several private college presidents went to Austin to lobby for this exemption and target status.

I got this alert from the NRA yesterday; I'm not sure if it went out to everybody or just those of us whose senators are on the Senate State Affairs committee. There is nothing on the legislature web site about a hearing.
On Monday, April 27, the Senate State Affairs Committee will consider Senate Bill 1164, NRA-backed legislation that would enable Concealed Handgun Licensees to protect themselves on college campuses.

Campuses are NOT "crime-free" zones; law-abiding ADULT students, faculty and staff should not be denied the right of self-defense just because they study, work or live on one.

Your State Senator, Rodney Ellis, is a key member of the committee. Please contact him at (512) 463-0113 and urge him to continue supporting SB 1164 in committee.
I called Sen. Ellis's office this morning, told them I am a voter from his district calling about SB1164, allowing CHL holders to carry on college campuses, and said "I am a graduate student and CHL holder, and I strongly support Senate Bill 1164."

I'm not sure if it will help any since Senator Ellis is one of the most consistently anti-gun members of the Texas Legislature but he did vote for the employee parking lot bill (both in the Criminal Justice committee and in the full Senate) so maybe there is some hope.
