02/02/09 -- Packet mailed USPS certified w/return receipt
02/04/09 -- Confirmed delivery in Austin
03/04/09 -- Status change to processing
XX/XX/09 -- Application Complete
XX/XX/09 -- Plastic in hand!

Usually 3-4 weeks after they get your information entered into the system.

Just as a note in an effort to help with time tracking I though I'd post the following.

signed up online and obtained PIN and paperwork.

Feb 7 2009 Completed class.
Feb 9 2009 Mailed packet to Austin
Feb 12 Got confirmation of DPS acceptance
Mar 10 website showed processing. ( about one month to get into the system.)

2/17/09 - CHL Class
2/18/09 - Mailed to DPS w/ certified (Austin)
2/23/09 - DPS recieved packet.
3/02/09 - DPS Cashed Money Order
3/23/09 - Recieved Pin (Processing Application)
4/17/09 - Imcomplete Application Detail letter send (Must signature not print name on fingerprint form)
4/21/09 - Recieved letter from DPS. Recorrect information
4/22/09 - Mailed to DPS w/ certified (austin)
4/24/09 - DPS recieved my mail.
5/19/09 - Called DPS find out what's going on. Said will be ready in other 30 days!
5/19/09 - Email Senate
5/22/09 - Senate reply me back and Senate Will call DPS to find out.
8/04/09 - Application completed - License Issued.

New to the forums, been on a few times to look up a question, you'd be surprised how often this forum is the top result on Google for Texas CHL questions.

Not sure when I sent off the packet, the received receipt came dated March 5. I wonder if being an under 21 applicant will slow it down much.

update:
website status updated within last 24 hrs to "Processing Application" instead of the previous "Mailed to Applicant"
Been checking just about daily since dropping off the packet.
so, its underway!
