DPS will normally send a renewal package about six months in advance of expiration. Otherwise, you can go here............

Renewals
Actually, at 6 months, they will send you a letter with a PIN (Personal Identification Number).
You can go on-line and fill out the form(s) and pay the fee with a credit card. Then, they will send you a packet to take to the instructor when you take the renewal class and shoot. (Same written test, same shooting test - except we have new targets - move the bowling pin down and made it oval - the 8 ring on a standard shilloute).
If you are in a hurry, you can get forms (fingerprint cards, notary statements and photo card holder) from the instructor when you renew. You will still have to wait for the packet from DPS to arrive.
If you do not want to use the computer to renew/pay fees, you can call the DPS and request they send you a renewal packet. Then you will have to send in a check (personal checks are accepted, now) when you send the package back.

I have not even got my CHL yet so this is just for knowledge sake, If they alreadfy have your finger prints and etc. on file why do all that when renewing? It is possible for finger prints to change. I have a scar on my left index finger to prove it.
But realistically, they want the fresh cards to run the background checks from, because they don't want to go looking for your old ones.
I'm not even sure that they keep them once your license is issued, anyway.

2 reasons.
First, it proves you are you and you are not trying to renew/carry your Dad's permit.
Second, when they send it to the FBI they will find out if you screwed up in another state. They will probably know if you screw up in TX.

Ah! good points... Figured there had to be a good reason for all the redundancy (sp)switch wrote:2 reasons.

The FBI won't run a background check without a fingerprint card and I've heard they don't keep cards that do not involve a criminal investigation. I believe this to be correct, but I don't know that for a fact.
I my opinion, the fingerprint cards are unnecessary for renewals. A NICS check does not require a fingerprint card and I seriously doubt that the FBI leaves anything out of the NICS database. In fact, I suspect there is no separate NICS database; I bet they are using the NCIC database for the background check. All DPS needs to do to get the FBI information is run a NICS check and run a TCIC check for Texas.
The only thing a fingerprint card does, at least in theory, is allow the FBI to match those prints to an unsolved crime committed by someone who does not already have prints in the system. A CHL's prints are in the system, so I see no reason not to use the NICS check. (My opinion presumes that the FBI doesn't delete prints that are submitted solely for various application purposes, but I don't think for one second they'd do that!)
