The Utah license is a standalone license and isn't dependent on having a CHL.

It's not. Utah is desirable for those who have no Texas CHL. I did both of them almost simultaneously. The theory was that I would have my Utah plastic in hand months before the Texas one.

Likely I still will, actually, since the same exact prints were sent to Austin for the Texas CHL. I expect Austin to send me a rejection letter sooner or later, too.

A Utah CFP is valid in Washington but a PA license and a TX CHL are not.

That is 61 days from when I mailed it to when I received the license, and 56 days from when they charged my card.

i sent a friendly email to utah and they responded quickly telling me i should receive mine after 10/2.

I wonder if Utah has seen the increase in applicants that Texas has?
