"Lock and Load" has a meaning that has nothing to do with trigger locks, safes, weapon mounted safeties or Hillary holes.
LOCK a magazine into the magazine well. LOAD a round into the chamber. I remember voicing "Lock and load one 20 round magazine." in Basic when I would put a fresh pack of cigarettes into my plastic cigarette box.
Locked and Loaded is therefore holding a live round in the chamber and a magazine in the magazine well.
