Near as I can tell, the only thing Trump could have done different that may have made a difference is if he had completely closed the borders when he closed them to the Chinese. Maybe that could have kept it out, but its a big maybe. Nature has a way.

But if you remember, when he closed the border to the Chinese, it was met with a great dismay, he was a racist etc. etc.

And remember this is hindsight which is always 20/20.
