I saw somewhere they went to recess until 3 because there was a scuffle at the speaker's bench over something on local and consent calendar. Not sure what happened or who was involved.

Stickland was having some fun earlier, I kinda like that guy. I was listening to the Senate when the house went to recess though, so I'm not sure what happened.

It was passed in the House, but was ammended in the house. So the Senate has to vote on the ammended version.

SECTION 8. The change in law made by this Act applies only
to an applicant for an original or renewed license to carry a
handgun under Subchapter H, Chapter 411, Government Code, as
amended by this Act, who submits the application on or after the
effective date of this Act.
SECTION 9. This Act takes effect September 1, 2017.
