Signs inside mall

I was at the College Station mall with my wife, we went into to JC Penny's (not posted) and she decided to go to another store in the mall. As we were exiting JC Penny in the mall further there was a .06 & .07 sign posted on a stand. So basically you can go into any store from the outside of the mall (none posted) but then you cant go into the common area of the mall.

It's possible/probable JC Penny owns their store and doesn't want to post, but the mall wants to post. It's a mixed basket for who actually owns the "anchor" stores; some the stores own and some they lease from the mall.
