My timeframe experience
I submitted my final paperwork on Oct 19 and received my CHL on Nov 16

Congratulations and welcome to the forum!
It was not so long ago that it was taking months and months to get initial apps and renewals processed. When I renewed during that time frame I remember plotting carefully to have my completed package arrive at DPS as close to the beginning of the 6 month renewal window, and was still worried that my current chl might expire before I got the renewal.
DPS's turnaround on processing licenses, and just as importantly, keeping up the good work while applications increased substantially, is a superb effort. It is not often that one sees a governmental bureaucracy improve and maintain performance like that. I'd be interested to know how the before/after budget changed as well, but in any case, well done to the DPS.

Did you submit everything electronically? That's the same day i snail mailed my CHL-100 in and as of yesterday they have yet to attach it to the application and fingerprints.

I got confirmation e mail Oct 9th and I'm still waiting.

I submitted my application on line Sept 25, had the fingerprints done the next Wednesday. I did receive a confirmation that the application was received, however, nothing yet. I sent an email to the Texas RSD site for an update on my application on Nov 12. Haven't received any answer as of today.
No issues with my back ground checks, I am a Police Volunteer and have been through extensive back ground checks already.
I am going to try calling them this morning.

From what I've read on this forum, they don't respond to the emails. Calling seems to be the only way to get a status update. The wait time on the phone with them hasn't been that bad. My husband and I have both gotten through rather quickly.

Just called Austin. They said my license was sent out Oct 19. I never received it. Now they say I have to wait until Dec 2 to call back and ask for another one.

That sucks! Have you checked with neighbors to see if they might have received your mail. Everyone in my masterly planned community gets each other's mail on a daily basis. I hate community mail boxes! Ugh! Set a reminder so you call on 12/2!

I was missing some mail last month. Figure it got lost or stolen.
Called Austin back, this dtime I was transferred to another person who said they would send one right out. Expect it a week to 10 days. We will see.

Noticed today that there are no choices for submitting address change, lost license, etc on the RDS sight. Is it just me?
Was told a relacement would be mailed out for the CHL I never received, but who knows?

Called Austin today, finally got through and they told me they couldn't hear my phone. Never had any phone issues at all except for this call. They said they will call me back. Yeah right. Very frustrating experiance.
