Does anyone know if there has been any progress on carry
on Army COE land. this issue seems to have fizzled out ??? :???:

On March 3, 2017, on the eve of oral arguments before the Ninth Circuit in Seattle, federal lawyers filed an emergency motion stating their clients’ intention to ‘reconsider[] the firearms policy,’ which the panel granted.
Basically the COE was fighting it until a new president was elected. Then, whether by chance or by cause, the COE has apparently changed its stance and is in "mediation" with the plaintiffs about revising COE policy.

I emailed the Mountain States Legal Foundation a couple months ago and asked them how it was going. They did reply, didn't give any details, basically said what I put in the quote box above - it's being negotiated with the COE.

So yes, progress I think, slow, but probably not as slow as if it had to be litigated all the way to the SCOTUS.
