Texas Campus Carry referendum

As you know, the Texas Primary is now history. One thing I noticed is that on the Democratic ballot, there was a referendum to allow public universities to opt out of the campus carry legislation (private universities already have that option).
Keeping in mind that according to estimates, about 3.5% of eligible Texans have a License to Carry (LTC - formerly CHL). I was anticipating that those democrats who have a CHL/LTC would vote Against, and the rest would for For.
However, in this referendum, the vote to allow the opt out showed:
DEM: Refernda 5 - Campus Carry Opt Out Option
98% of precincts reporting
For 1,014,158 (77.6%)
Against 292,179 (22.4%)
This appears to show that either:
A. A lot of democrats don't believe that public universities should be allowed to opt out (perhaps they really care about the students safety). OR
B. The percentage of democrats with a CHL/LTC significantly exceeds the statewide average.
