The Gun Control Act of 1968 is largely translated and revised from the 1938 German Weapons Act.

This is somewhat revisionist, honestly. Gandhi was never a proponent of the individual being able to bear arms. His quote is usually taken out of context.
HE was talking more about the disarming of india politically, not individually.

No and Yes, really. Here's the entire quote:
"I used to issue leaflets asking people to enlist as recruits. One of the arguments I had used was distasteful to the Commissioner: 'Among the many misdeeds of the British rule in India, history will look upon the Act depriving a whole nation of arms as the blackest. If we want the Arms Act to be repealed, if we want to learn the use of arms, here is a golden opportunity. If the middle classes render voluntary help to Government in the hour of its trial, distrust will disappear, and ban on possessing arms will be withdrawn.'
He wanted the Arms Act repealed, which would allow Indians to bear arms, as long as they weren't of the wrong caste.
