True, but there are some parts of the document that are still mostly enforced. One of the things preventing non-grandfathered bans is the requirement to pay compensation for property taken by the government. I looked at the OP's link and it appeared to be a notice sent to an individual and posted as such.
Added in Edit: Following the link provided by BigGuy, found the cited quotation preceded by, "This took a little digging, but on a NY forum for Officers - " Yet this is the citation that "settled" the veracity of the posted notice once and for all? Please help me with what I am missing.
